The Eagle (sometimes also referred to as Hawk) is a harmless enemy if you spot him early. Then you can take him out before he reaches you. If he comes too close, take care of your head. Roll out of the way when they attack.
You will meet Eagles in Tomb Raider II, The Golden Mask and Shadow of the Tomb Raider.
