In the Nevada Desert in Tomb Raider 3 you will encounter these Workers.
They are not armed, they fight with bare fists, they are similar to the Brawlers you will meet in London, Tomb Raider 2 and Golden Mask.
If you keep them at bay, you will have no trouble using pistols. Just make sure that they are not too close to you.
