The VCI Helicopter appears in Tomb Raider V in the level Red Alert!. As soon as Lara gets in front of an exposed area and is not protected by walls, the helicopter appears and shoots. It can shoot through glass, but when Lara is behind a wall, she is safe.
The helicopter cannot be destroyed and it depletes Lara's health bar very quickly. The best thing to do is to keep moving.
