You will meet these baddies in Tomb Raider 2 and Golden Mask.
They are pretty dangerous, as they are riding a snowmobile with machine guns attached, which they will fire at you, and they can also run you over with the snowmobile.
You should quickly find a spot were you are safe from them and use an effective weapon like the Uzis, the M16 Rifle or the Grenade Launcher.
Or if you have an armed snowmobile available, you can use that to fire back. You are also relatively safe on it.
