You will meet these guys with flamethrowers in Tomb Raider 2 and Golden Mask. They tend to be in areas without water, meaning getting hit by the flames is fatal, and they have a long range, making them very dangerous.

There are also guys with flamethrowers in Tomb Raider 3, but these are harmless, as long as you leave them alone. They will help you against the Mutants in the Antarctica Section. Unfortunately, they turn hostile near the end of the [[Meteorite Cavern] level.
