You will encounter these dragon heads in Tomb Raider Chronicles. The dragonheads guard the doorway in the garden in Rome. You have to beat them if you want to advance to the third level, Colosseum.

By jumping sideways while shooting at them you can avoid the flame bolts. Shotgun wideshot ammo tends to be very effective against them.
