Biker, Brown Jacket is one of the unlockable outfits in Tomb Raider Legend. It's a PSP exclusive outfit and can be picked after unlocking.

Biker, Brown Jacket can be worn in all levels after unlocking it and choosing it from the menu when replaying a level.
Unlocking
The outfit can be unlocked by completing Bolivia Treasure Hunt on medium difficulty.
